RULES
The regatta will be governed by the following rules:
- Racing Rules of Sailing 2017 -2020 (RR)
- ISAF Offshore Special Regulations Category 3 Races without liferaft
- From sunset until sunrise will apply International regulations for Preventing collision at sea (IRPCAS) which changes Part 2. RR
- RR 51 Movable ballast will not apply
- ORC rules and ORC regulations
- Notice of race
- Notice of Race committee or Organizing authority which will be posted at last 2 hours before the start of the race. Notice can change Sailing instructions
- Sailing instructions
ADVERTISING
ISAF Advertising Code will apply. All boats shall display advertisements on the first 20% of hull length given by the organiser. While not racing, boats shall display flags given by the organiser.
NOTICES TO COMPETITORS
Before the start of the first race Notices to competitors will be posted on the official notice board located in the front of Race office.
CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted two (2) hours before they take effect.
CLASS FLAGS
Class flag will be flag “K” ISK.
THE COURSES OF REGATA JABUKA 2016
1. Number Pennant 1:
Start Vodice - island Komorica (on starboard) – yellow mark on position 43°38.743'N 15°50.647'E (on starboard) - island Jabuka (on starboard) – island Blitvenica (on starboard) - Gate between rt Žirje and Yellow mark on position 43°40.810'N 15°35.845'E (on port) - Finish front of Vodice
2. Number Pennant 2:
Start Vodice – island Komorica (on starboard) - yellow mark on position 43°38.743'N 15°50.647'E (on starboard) – island Jabuka (on port) – Hrid Mulo (on port) – finish will be in front of Vodice.
Number pennant will take afect will be dysplayed latest with warning signal and announced on VHF.
RC reserves the right to set a new course in the event of adverse weather conditions.
SCHEDULE OF RACE
Friday, 10.11.2017.
start of the race 20:00-24:00, the exact start time will be announced at 19:00 on the skippers meeting on boat "Ina".
Sunday, 12.11.2017.
10:00 time limit for finishing the race.
12:00 price giving and lunch in Hotel Olympia.
THE START
The starting line will be between flashing lights on the RC boats on the ends .
STARTING PROCEDURE
5 minutes - class flag raised (flag "K") and sound
4 minutes - raised flag "I" or "P" and sound
1 minutes - lowered flag "I" or "P" and sound
START - lowered class flag and red flare
SCORING
Will apply Appendix A RRS.
ORC club class: offshore TMF will be used.
PENALTY SYSTEM
The penalties are as follows:
For breaches Part 2. RR two turn penalties immediately after the incident.
For breaches RR 30. OCS boat will be penalized with 5% on elapsed time.
SHORTENING AND ABANDONING
In the case that the RC decides to shorten the race will display the flag "S" with two sound on once of rounding mark of course. If the RC decide to abandon race will score the last mark were turned all boats.
THE FINISH
The finishing line will be between a staff displaying blue flag ashore port of Vodice (on port) and nearby yellow buoy (on starboard).
NUMBERS
Boats without sail number are required to display numbers on the both sides on the hull on the bow, while racing. Numbers will be available on registration.
FLEET
All entered boats will be classified according length over all (OPEN) and according ORC Club handicap (for boats who is pay additional fee). Within OPEN fleet yachts will be divided into groups in meters and for each full meter from 9.40 m and on one group. If a group has less than three yachts, the same shall be attached to a larger group.
All boats competing for the award the fastest boat in real time. The race committee reserves the right to form additional groups.
SAFETY REGULATIONS
A boat that retires from a race shall notify the race committee as soon as possible. (Failure to comply with this provision will cause a ban on participation in the next issue of race as helmsman and all crew members).
Any use of the engine in order to rescue or provide help, or any other reason to register RO in writing as soon as possible, stating the reasons for such action.
During the duration of the race all the crews longer to report their position (according map in attachment SI) via SMS on one of next cell phone (+385981620695 Morožin, +3850915307146 Marinov, +385989813280 cap.Rameša) according to the following schedule:
Every four(4) hour every day of racing.
When turn island Jabuka and other marks all boats are obliged to inform on VHF channel 8 RC vessel on his turn, during which the need to tell your start number and name of boat.
RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Communication with the race committee will be on the VHF channel 8.
PROTESTS AND REQUESTS FOR REDRESS
In addition to complying with RRS 61.1, a protesting boat shall inform the Race Committee by voice or radio of her intention to protest and the identity of the protested boat(s) as soon as possible after finishing or retiring.This change RRS 61.1(a).
Protest forms are available at the race office. Protest shall be delivered there within the time limit which shall be for each class: 60 minutes after the last boat has finished the race. The same time limit applies to requests for redress. This changes RRS 61.3 and 62.2.
Notices to inform competitors of hearings in which they are parties or named as witnesses will be posted 15 minutes after the protest time limit.
Request for reopening a hearing shall be delivered:
(a) no later than 15 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS 66.
EQUIPMENT AND MEASUREMENT CHECKS
A boat, boat equipment or number of crew members may be inspected at any time for compliance with and sailing instructions. On the water or after arriving in harbour, boat can be instructed by the race committee measurer to proceed immediately for inspection.
DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
